This report is an assessment of the literature on the scientific, technological, environmental, economic and social aspects of the contribution of six renewable energy (RE) sources to the mitigation of climate change. It is intended to provide policy relevant information to governments, intergovernmental processes and other interested parties. This Summary for Policymakers provides an overview of the SRREN, summarizing the essential findings. The SRREN consists of 11 chapters. Chapter 1 sets the context for RE and climate change; Chapters 2 through 7 provide information on six RE technologies, and Chapters 8 through 11 address integrative issues (see Figure SPM.1).

Information on the Quantity, Quality, and Management of Water Produced during Oil and Gas Production -- GAO

This report from the Government Accountability Office titled Information on the Quantity, Quality, and Management of Water Produced during Oil and Gas Production, (GAO-12-156, Jan 9, 2012), found that "A significant amount of water is produced daily as a byproduct from drilling of oil and gas. A 2009 Argonne National Laboratory study estimated that 56 million barrels of water are produced onshore every day, but this study may underestimate the current total volume because it is based on limited, and in some cases, incomplete data generated by the states.

In general, the volume of produced water generated by a given well varies widely according to three key factors: the hydrocarbon being produced, the geographic location of the well, and the method of production used... Generally, the quality of produced water from oil and gas production is poor, and it cannot be readily used for another purpose without prior treatment. The specific quality of water produced by a given well, however, can vary widely according to the same three factors that impact volume—hydrocarbon, geography, and production method.

Oil and gas producers can choose from a number of practices to manage and treat produced water, but underground injection is the predominant practice because it requires little or no treatment and is often the least costly option. According to federal estimates, more than 90 percent of produced water is managed by injecting it into wells that are designated to receive produced water. A limited amount of produced water is disposed of or reused by producers in other ways, including discharging it to surface water, storing it in surface impoundments or ponds so that it can evaporate, irrigating crops, and reusing it for hydraulic fracturing. Managing produced water in these ways can require more advanced treatment methods, such as distillation. How produced water is ultimately managed and treated is primarily an economic decision, made within the bounds of federal and state regulations.

The management of produced water through underground injection is subject to the Safe Drinking Water Act’s Underground Injection Control program, which is designed to prevent contamination of aquifers that supply public water systems by ensuring the safe operation of injection wells. Under this program, the Environmental Protection Agency (EPA) or the states require producers to obtain permits for their injection wells by, among other things, meeting technical standards for constructing, operating, and testing and monitoring the wells. EPA also regulates the management of produced water through surface discharges under the Clean Water Act. Other management practices, such as disposal of the water into surface impoundments, irrigation, and the reuse of the water for hydraulic fracturing, are regulated by state authorities.

Symposium on Legal Challenges and Opportunities for Offshore Wind and Hydrokinetic Energy Development in the Northeast

The Symposium will be held on Friday, March 2, 2012 at the New York State Judicial Institute, on the campus of Pace Law School in White Plains, NY.

Topic:

"President Obama’s 2011 State of the Union address outlined a target of meeting eighty percent of the United States’ electricity demand with clean energy sources by 2035. The Northeast is home to large centers of energy demand, as well as abundant offshore renewable energy resources and the region has a critical role to play in meeting the nation’s clean energy goals. The federal government and individual states are developing policy frameworks to foster greater offshore renewable energy development and private companies are moving forward with projects to capture wind and hydrokinetic energy in numerous areas along the Northeast coast. This one-day Symposium will focus on how federal and state legal frameworks regulate the development of offshore wind and hydrokinetic energy resources in the Northeast. Keynote speakers and panelists have been drawn from federal and state government agencies involved in policy making and permitting processes, environmental organizations, industry groups, legal practitioners, and academics with extensive expertise in these areas. Symposium attendees will be treated to in-depth discussions surrounding existing laws and proposed revisions to legal frameworks and policies that are driving and/or hindering the development of offshore wind and hydrokinetic facilities in the Northeast United States."

Colorado Roadless Rule -- USFS

Colorado has proposed a roadless rule (Colorado Roadless Rule) to govern access to wilderness areas within that state. The proposed Colorado Roadless Rule is a regulation specific to Colorado that, when finalized, would provide management direction for 4.2 million roadless acres of National Forest System lands in Colorado. A roadless area is undeveloped land that generally is at least 5,000 acres, and has a number of unique characteristics.

The Forest Service is inviting public comment on the proposed rule and Revised Draft Environmental Impact Statement (RDEIS) which is a product of ongoing and cooperative work with the State of Colorado that dates back to 2005.

Land degradation is taking place through natural and man-made processes, resulting in the loss of invaluable
nutrients and lower food grain production. Loss of biodiversity is great concern since many plant and animal species are being threatened. Air quality in cities is deteriorating due to vehicular growth and a sharp increase in air pollution related diseases. The issue of availability of water, which is going to be one of the
critical problems in the coming decades, needs to be addressed on priority basis. Wendell E. Berry named 41st Jefferson Lecturer in the Humanities -- NEH

Wendell E. Berry, noted poet, essayist, novelist, farmer, and conservationist, will deliver the 2012 Jefferson Lecture in the Humanities. The annual lecture, sponsored by the National Endowment for the Humanities (NEH), is the most prestigious honor the federal government bestows for distinguished intellectual achievement in the humanities.

"Berry will present the 41st Jefferson Lecture in the Humanities on Monday, April 23, 2012 at 7:30 PM at The John F. Kennedy Center for the Performing Arts in Washington, D.C. In the lecture, “It All Turns on Affection,” Berry will discuss man’s interaction with nature, as depicted in history, philosophy, and literature.

"In his writing and activism, Berry has spent his career meditating on our relationship and responsibilities to the land and community. He is the author of more than forty books of poems, essays, short stories, and novels, many of which draw on the traditional rural values of Berry’s native Kentucky.

Abstract:

"Wind power is one of the fastest growing energy sources in the world, most of the growth being in large wind farms that are often located on agricultural land near residential communities. This study explores the possible impacts of such wind farms on local hydrometeorology using a mesoscale model equipped with a rotor parameterization based on data from a commercial wind turbine. Results show that wind farms significantly affect near-surface air temperature and humidity as well as surface sensible and latent heat fluxes. The signs of the impacts, i.e., increase or decrease, depend on the static stability and total water mixing ratio lapse rates of the atmosphere. The magnitudes of these impacts are not only constrained by the hub-height wind speed but also depend to some extent on the size of the wind farms. Wind farms also affect the hydrometeorology of an area up to 18–23 km downwind. More work is required to conclusively estimate the length-scale of wind farm wakes. This study is one of the first few to provide realistic estimates of possible impacts of wind farms. The model developed and used in this study can help in assessing and addressing the environmental impacts of wind farms thereby ensuring the long-term sustainability of wind power. "

The EPA's Approaching Regulatory Avalanche, a report from the Texas Public Policy Foundation finds that there has been increasing regulatory activity on the part of the EPA and that the cumulative effect of these EPA rules which are scheduled to become effective in the next three years could cost more than $1 trillion and destroy hundreds of thousands of jobs.

"Four of the rules, directed at electric generation, threaten the fundamental viability of continued
coal-fired generation—now the mainstay of the nation’s electric power. The Federal Energy Reliability Commission (FERC), the National Electric Reliability Council (NERC), and multiple studies conclude that these four EPA rules risk the involuntary retirement of over 80 gigawatts (GW) of electric capacity by 2015. The possibility of losing up to 8 percent of the country’s current 1,010 GW of electric generating capacity should be a wake-up call as to the magnitude of EPA’s regulatory agenda. On EPA’s current schedule, there is not sufficient lead time to replace this amount of the nation’s electric power supply.

Power outages, higher electric rates, job losses, sharply regressive impacts on families with low or fixed incomes, and the relocation of U.S. industries to foreign countries are highly likely outcomes under EPA’s regulatory plan.

2012 National Environmental Law Moot Court Competition sponsored by Pace Law School

Since 1989, student advocates from across the United States and Canada have participated in the National Environmental Law Moot Court Competition hosted by Pace Law School in White Plains, New York. Recognized as the preeminent environmental law moot in the United States, the moot tests skills in appellate brief writing and oral advocacy on issues drawn from real cases, providing experience in environmental litigation first hand. The Moot draws in excess of 200 competitors from diverse law schools and 200 attorneys who serve as judges for three days of oral arguments to create a rigorous academic experience. The Competition is distinctive in that three adverse teams argue the issues, reflecting the fact that environmental litigation frequently involves multiple parties - the government, a public interest group and a member of the regulated industry. Teams write and file their briefs for their respective parties in early December and come to the Pace campus in February for the oral phase of the Competition. Those with the highest combined scores for both the written brief and oral argument advance to succeeding rounds. Previous legal problems have included illegal dumping of hazardous waste, vicarious criminal liability of corporate officers for their company's environmental crimes and commerce clause limits on water pollution regulation.

Out of the Abyss: Transforming EU Rules to Protect the Deep Sea is a report by the Pew Research Center that summarises the current problems in the regulation of deep-sea fisheries in the northeast Atlantic by the EU, including weak catch and effort limits, lack of knowledge of the status of deep-sea fish stocks and the impact of fishing; incomplete deep-sea species coverage; deficient monitoring and control measures; significant data and reporting gaps; and a lack of sufficient measures to ensure sustainability and protect vulnerable deep-sea ecosystems such as cold-water coral reefs from the harmful impacts of bottom fisheries.

Various assessments have found that the EU’s deep-sea fisheries management regime for the northeast Atlantic is inadequate, poorly enforced, and inconsistent with EU and international principles, agreements and legal obligations for the sustainable management of fisheries. As a result, leading scientific authorities have concluded that the EU’s fisheries for deep-sea species in the northeast Atlantic are ‘outside safe biological limits’ and that deep-sea fishing should be significantly reduced or ended entirely.

National Forest System Land Management Planning Rule -- USDA

Final Programmatic Environmental Impact Statement (PEIS) for the National Forest System Land Management Planning Rule provides fora new planning rule for the National Forest System. The highlights include:

•Plans must include components that seek to restore and maintain forests and grasslands.

•Plans would include requirements to maintain or restore watersheds, water resources, water quality including clean drinking water, and the ecological integrity of riparian areas.

•Plans would be required to provide habitat for plant and animal diversity and species conservation. These requirements are intended to keep common native species common, contribute to the recovery of threatened and endangered species, conserve proposed and candidate species, and protect species of conservation concern.

•Plans would provide for multiple uses, including outdoor recreation, range, timber, watershed, wildlife and fish.

•Plans would be required to provide opportunities for sustainable recreation, and to take into account opportunities to connect people with nature.

•Opportunities for public involvement and collaboration would be required throughout all stages of the planning process. The preferred alternative would provide opportunities for Tribal consultation and coordination with state and local governments and other federal agencies, and includes requirements for outreach to traditionally underrepresented communities.

•Plans require the use of the best available scientific information to inform the planning process and documentation of how science was used in the plan.

•The planning framework provides a more efficient and adaptive process for land management planning, allowing the Forest Service to respond to changing conditions.

2011 Long-Term Plan for Watershed Protection -- NYC DEP

2011 Long-Term Plan presents New York City’s Revised Long-Term Watershed Protection Program (the Program), submitted to the New York State Department of Health (NYSDOH) for continuation of the 2007-2017 filtration waiver for the Catskill/Delaware Systems.

Highlights of the Watershed Protection Program

Since the program’s inception in 1991, New York City has invested more than $1.5 billion

to ensure the long-term protection of its extraordinary water supply.

Achieving such an extensive network of watershed safeguards would not have been possible without the support and cooperation of other interested parties. Although the City was initially hesitant to delegate control of certain programs to upstate partners, what has evolved is a thriving collaboration

among City, state, and federal agencies, as well as watershed governments and residents, working together to protect the waters of the Catskill and Delaware watersheds while supporting the economic vitality of the region.

Key elements of the program, including major progress made since the last FAD, include:

Land Acquisition. When the Land Acquisition Program began 15 years ago, New York City

owned just 3.5% of the land in the Catskill/Delaware watershed. Today, including conservation

easements (CEs), that proportion has jumped to 15%.

Waterfowl Management Program. The management of waterbird populations at terminal and distribution reservoirs in the New York City water supply system is an integral part of DEP’s continued ability to meet the Surface Water Treatment Rule’s (SWTR) standards.

Wastewater Treatment Plant (WWTP) Upgrades. By 2002, DEP had completed, at a cost of

$240 million, upgrades of six City-owned wastewater treatment facilities that together account

for 40% of the WWTP flow in the West of Hudson watershed, using technologies that include

phosphorus removal, sand filtration, back-up power, back-up disinfection, microfiltration or an

approved equivalent, flow metering, and alarm telemetering.

Stream Management. The primary goal of the Stream Management Program (SMP) is to preserve

and/or restore sustainable levels of stream system stability and ecological integrity by

encouraging and supporting the long-term stewardship of streams and floodplains.

Wastewater Infrastructure Programs. The MOA New Infrastructure Program (NIP) anticipated

that DEP would fund new WWTPs in seven communities.

Managing Use of City-owned Lands. As noted below, DEP has taken significant steps

towards increasing the acreage of its lands available to the public. DEP welcomes the opportunity

to share its water supply lands with the public so long as that can be achieved with no

adverse impacts to water quality.

Watershed Agricultural Program. In the early 1990s, the City proposed extensive regulation

of farms within the watershed. The farming community expressed concern that further regulation

would drive farms out of business, leaving farmlands vacant and available for development.

Watershed Partnership Programs. In addition to the programs already mentioned, the City

and its partners continue to broaden their efforts to improve the environmental infrastructure of

the watershed as well as stimulate the local economy.

Deepwater Horizon Oil Spill Draft Phase I Early Restoration Plan and Environmental Assessment from the
National Oceanic and Atmospheric Administration consists of 8 projects that are listed in Table ES-1, and more fully described in this document. They address an array of injuries and are located throughout the Gulf
(Figure ES-2). Specifically, this proposed plan includes two oyster projects, two marsh projects, a nearshore artificial reef project, two dune projects, and a boat ramp enhancement project.

These projects address injuries in 4 of the 5 impacted states, on the coast and offshore, to mammals and marine organisms, and/or compensate for lost recreational opportunities for the public. While this plan includes a suite of proposed projects, each project was viewed as independent from the others. This Phase I Early Restoration Plan will be finalized after consideration of public comment and may include some or all of these proposed projects.

The Trustees anticipate that additional projects will be proposed and approved in subsequent rounds of the early restoration process until funds made available under the Framework Agreement are exhausted. It is important to emphasize that restoration proposals developed pursuant to the Framework Agreement are not intended to provide the full extent of restoration needed to satisfy the Trustees’ claims against BP. Restoration will continue until the public is fully compensated for the natural resources and services that were lost as a result of the spill.

Concise International Chemical Assessment Documents (CICADs) are similar to Environmental Health Criteria (EHC) documents in providing internationally accepted reviews on the effects on human health and the environment of chemicals or combinations of chemicals.

They aim to characterize the hazard and dose-response of exposure to chemicals and to provide examples of exposure estimation and risk characterisations for application at the national or local level.

They summarise the information considered critical for risk characterisation in sufficient detail to allow independent assessment , but are concise not repeating all the information available on a particular chemical.

The U.S. Department of Energy (DOE) Federal Energy Management Program (FEMP) will kick off this year's First Thursday Seminars on February 2 with a live webcast titled New Lighting Technologies.

The webcast will take place from 1:30 to 3:00 p.m. Eastern Standard Time.

Experts Jeff McCullough of DOE's Pacific Northwest National Laboratory, Brian Liebel of The Lighting Partnership, and Shawn Herrera of FEMP, will offer training in the uses and benefits of spectrally enhanced lighting and outdoor solid state lighting.

Specifically, the instructors will provide training on how to:

Select optimal lighting solutions designed for a range of applications, based on performance data collected from a variety energy-saving lighting products
Calculate life-cycle costs and assess the feasibility of various system designs and installation options
Measure the savings you gain from energy-efficient lighting projects to verify the benefits of your decisions
Use DOE and industry resources to support your selections and facilitate your work

Combining Bioenergy with CCS- Reporting and Accounting for Negative Emissions under UNFCCC and the Kyoto Protocol is a publication from the International Energy Agency explains that "Bioenergy with Carbon Capture and Storage (BECCS) is a carbon reduction technology that offers permanent net removal of carbon dioxide (CO2) from the atmosphere. This has been termed 'negative carbon dioxide emissions', and offers a significant advantage over other mitigation alternatives, which only decrease the amount of emissions to the atmosphere.

The benefits inherent within this technology are currently receiving increased attention from policy makers. To facilitate the development of appropriate policy incentives, this paper reviews the treatment of 'negative carbon dioxide emissions' under current and planned international carbon accounting frameworks. It finds that, while current frameworks provide limited guidance, proposed and revised guidelines could provide an environmentally sound reporting framework for BECCS.

However, the paper also notes that, as they currently stand, new guidelines do not tackle a critical issue that has implications for all biomass energy systems, namely the overall carbon footprint of biomass production and use. It recommends that, to the best extent possible, all carbon impacts of BECCS are fully reflected in carbon reporting and accounting systems under the UNFCCC and Kyoto Protocol."

The course offers the latest information on a wide range of innovative conservation finance tools, including new sources of philanthropic funds, public capital and private investment, as well as a framework for analyzing and packaging them.

This report from the Department of Energy Assessment of Energy Production Potential from Tidal Streams in the United Statesdated June 29, 2011 finds that tidal stream energy is one of the alternative energy sources that are renewable and clean. This project created a national database of tidal stream energy potential, as well as a GIS tool usable by industry in order to accelerate the market for tidal energy conversion technology.

Tidal currents are numerically modeled with the Regional Ocean Modeling System and calibrated with the available measurements of tidal current speed and water level surface. The performance of the model in predicting the tidal currents and water levels is assessed with an independent validation.

^{The results of the regional assessment show that the state of Alaska (AK) contains the largest number of locations with considerably high kinetic power density, and is followed by, Maine (ME), Washington (WA), Oregon (OR), California (CA), New Hampshire (NH), Massachusetts (MA), New York (NY), New Jersey (NJ), North and South Carolina (NC, SC), Georgia (GA), and Florida (FL). The average tidal stream power density at some of these locations can be larger than 8 kW/m2 with surface areas on the order of few hundred kilometers squared, and depths larger than 100 meters. The Cook Inlet in AK is found to have a substantially large tidal stream power density sustained over a very large area.}

Mapping and Assessment of the United States Ocean Wave Energy Resource -- DOE

This Department of Energy report Mapping and Assessment of the United States Ocean Wave Energy Resourcedated 2011 was prepared by the Electric Power Research Institute (EPRI), with support and data validation from researchers at Virginia Tech and DOE's National Renewable Energy Laboratory (NREL).

"The report describes the methods used to produce geospatial data and to map the average annual and monthly significant wave height, wave energy period, mean direction, and wave power density in the coastal United States. NREL incorporated the data into a new marine and hydrokinetic energy section in their U.S. Renewable Resource atlas.

In addition to the wave and tidal resource assessments released today, DOE plans to release additional resource assessments for ocean current, ocean thermal gradients, and new hydropower resources in 2012. To support the development of technologies that can tap into these vast water power resources, DOE's Water Power Program is undertaking a detailed technical and economic assessment of a wide range of water power technologies in order to more accurately predict the opportunities and costs of developing and deploying these innovative technologies. The Program is currently sponsoring over 40 demonstration projects that will advance the commercial readiness of these systems, provide first-of-a-kind, in-water performance data that will validate cost-of-energy predictions, and identify pathways for large cost reductions.

These resource assessments, techno-economic assessments, and technology demonstration projects are critical elements of DOE's strategy to capture the very real opportunities associated with water power development, and to further define the path to supplying 15% of the nation's electricity through water power technologies."

Secure Water Act Report to Congress -- DOI

This report Reclamation Climate Change and Water 2011 from the Bireau of Reclamation assesses climate change risks and how these risks could impact water operations, hydropower, flood control, and fish and wildlife in the western United States.

The report to Congress represents the first consistent and coordinated assessment of risks to future water supplies across eight major Reclamation river basins, including the Colorado, Rio Grande and Missouri river basins. The report, which responds to requirements under the SECURE Water Act of 2009, shows several increased risks to western United States water resources during the 21st century.

The report notes that projected changes in temperature and precipitation are likely to impact the timing and quantity of stream flows in all western basins, which could impact water available to farms and cities, hydropower generation, fish and wildlife, and other uses such as recreation.

This report by the National Oceanic and Atmospheric Administration finds that Persistent warming has caused dramatic changes in the Arctic Ocean and the ecosystem it supports.

Ocean changes include reduced sea ice and freshening of the upper ocean, and impacts such as increased biological productivity at the base of the food chain and loss of habit for walrus and polar bears.

Commission’s Summer Flounder, Scup, and Black Sea Bass Board last week in Williamsburg, VA to set catch and harvest limits for summer flounder and scup. Although the Council had set limits for the 2012 fishing year in

August, the Council received updated stock assessments in October that indicated the previous recommendations for summer flounder and scup were too high. They also recommended recreational management measures for summer flounder, scup, and black sea bass for 2012.

Water for the Future: The Delaware Aqueduct Rondout-West Branch Tunnel Repair -- NYC DEP

The New York City Department of Environmental Protection (DEP) is proposing the Water for

the Future Program: Delaware Aqueduct Rondout-West Branch Tunnel Repair (proposed

program) to address the known leaks in the Rondout-West Branch Tunnel (RWBT), a section of

the Delaware Aqueduct that currently conveys more than 50 percent of the daily drinking water

for New York City and is the primary source of water for residents and businesses of the Towns

of Newburgh and Marlborough.

While DEP acknowledges that there are some unmitigated temporary significant adverse impacts

as part of Project 1, without the Water for the Future Program, the RWBT would continue to leak

in both the Roseton and Wawarsing areas, and additional leaks along the RWBT could occur.

With the proposed program in place, DEP would be able meet its mandate to provide safe and

reliable transmission of drinking water from the watershed in sufficient quantity to consumers to

meet all current and future water demands.

DEP encourages the public to comment on this EIS. Public hearings are as follows:

These challenges will exist regardless of who controls the White House and Congress at that time. For that reason, the speakers will concentrate on assisting lawyers and clients in anticipating and responding to critical issues without regard to the outcome of the 2012 election.

Many current controversies and dilemmas seem likely to persist, but the speakers, who have vast experience in their fields, will identify and comment on emerging topics as well. The program will include remarks by each speaker centered on his or her area of expertise, followed by a discussion among the speakers of topics on cross-cutting importance.

"This paper examines biofuels from an economic perspective and evaluates the merits of promoting biofuel production in the context of the policies’ multiple objectives, life-cycle implications, pecuniary externalities, and other unintended consequences. The policy goals most often cited are to reduce fossil fuel use and to lower greenhouse gas emissions. But the presence of multiple objectives and various indirect effects complicates normative evaluation.

To address some of these complicating factors, we look at a several combinations of policy alternatives that achieve the same set of incremental gains along the two primary targeted policy dimensions, making it possible to compare the costs and cost-effectiveness of each combination of policies. For example, when this approach is applied to U.S.-produced biofuels, they are found to be 14 to 31 times as costly as alternatives like raising the gas tax or promoting energy efficiency improvements.

The analysis also finds the scale of the potential contributions of biofuels to be extremely small in both the U.S. and EU. Mandated U.S. corn ethanol production for 2025 reduces U.S. petroleum input use by 1.75%, and would have negligible net effects on CO2 emissions; and although EU imports of Brazilian ethanol may look better given the high costs of other alternatives, this option is equivalent, at most, to a 1.20% reduction in EU gasoline consumption.

"Yellowstone, Gettysburg, the Statue of Liberty and the Flight 93 Memorial are among the many national parks that we, as Americans, own together. Keeping this magnificent collection of places well-managed and open to everyone costs less than 1/13th of one percent of the federal budget— quite a bargain for a park system that inspires visitors from around the world and produces nearly 270,000 private sector jobs across the country.

Yet for the second year in a row, America’s national parks face an erosion of funding necessary to serve the public and protect park resources. And the overall appropriation for the National Park Service (NPS) is nearly $400 million (or 13%) less than it was 10 years ago. Not only will this mean fewer rangers to greet us, help us plan our visits, and respond to emergencies, but it also means that parks won’t be adequately maintained, resources will suffer damage, wildlife will be more vulnerable to poachers, and development threats will increase.

In FY 2011, funding for the National Park Service was reduced by nearly $140 million, including an $11.5 million reduction for operations. In tight budget times, it’s reasonable for the National Park Service to operate frugally. But thrifty operation isn’t enough to keep parks solvent: national parks today receive just 82 cents for every dollar they need to pay for the rangers who are fulfilling the experience of millions of annual visitors and protecting the parks’ treasures. And threats are mounting: according to the recently-enacted Budget Control Act of 2011, if Congress is unable to agree on a level of spending and revenue that reduces the budget, programs from defense to national parks will be subject to a budgetary sequester—which means national park budgets could be cut by as much as 9%.
As this report shows, cuts equal to or even half that amount would be disastrous for many national parks."

Climate Change Adaptation: Federal Efforts to Provide Information Could Help Government Decision Making -- GAO

This Government Accountability Office report finds that challenges from insufficient site-specific data—such as local projections—make it hard for federal, state, and local officials to predict the impacts of climate change, and thus hard to justify the current costs of adaptation efforts for potentially less certain future benefits. Based on responses from a diverse array of federal, state, and local officials knowledgeable about adaptation, related challenges generally fit into two main categories: (1) translating climate data—such as projected temperature and precipitation changes—into information that officials need to make decisions and (2) the difficulty in justifying the current costs of adaptation with limited information about future benefits.

Federal strategic planning efforts could be improved for many aspects of the climate change enterprise. For example, GAO’s October 2009 report on climate change adaptation concluded that, to be effective, related federal efforts must be coordinated and directed toward a common goal. This report recommended the development of a strategic plan to guide the nation’s efforts to adapt to a changing climate, including the identification of mechanisms to increase the capacity of federal, state, and local agencies to incorporate information about current and potential climate change impacts into government decision making. Some actions have subsequently been taken to improve federal adaptation efforts, but GAO’s May 2011 report on climate change funding found that federal officials do not have a shared understanding of strategic government wide priorities.

Energy Innovation Summit -- DOE

The U.S. Department of Energy’s Advanced Research Projects Agency – Energy (ARPA-E) will hold its third annual Energy Innovation Summit from February 27–29, 2012 at the Gaylord Convention Center just outside Washington, D.C.

"Now in its third year, the Summit is designed to unite key players from all sectors of the nation’s energy innovation community to share ideas for developing and deploying the next generation of clean energy technologies. The event is co-hosted by ARPA-E and Clean Technology and Sustainable Industries Organization (CTSI).

Last year’s annual ARPA-E Energy Innovation Summit attracted more than 90 speakers and 2,000 attendees from 49 states and 20 countries. Attendees included members of research and development institutions, global corporations, technology entrepreneurs, investors, policymakers and government officials.

The event will feature a technology showcase with more than 150 exhibits from DOE and ARPA-E-funded projects and applicants in areas such as energy storage technologies for electrical grids, power electronics, batteries for electric vehicles, energy-efficient building technologies, advanced carbon capture, and electrofuels. The showcase will also feature new ARPA-E programs that aim to advance alternatives to rare earth materials, plant engineering for fuel applications, advanced thermal storage, network integration architecture for the electrical grid, and power electronics for solar photovoltaic applications. A wide range of other energy technologies and new topic areas will also be discussed at the Summit."

Case for Technology Neutral Public Policy in Fuel Economy Debate: Allowing Performance to Determine Solutions. This report by the U.S. Coalition for Advanced Diesel Cars argues that if we replaced our current motor pool with high-efficiency gas and diesel cars, we could reduce gas consumption by 31 billion gallons a year — a 42 percent cut in imported oil. The basic message of the report is that gas vehicles can be really clean, and the Department of Energy shouldn’t be subsidizing only battery electric cars. According to Mineta, “The federal government should support a wide range of technologies that hold the most promising environmental and commercial opportunities…”

Nuclear Fuel Cycle Options: DOE Needs to Enhance Planning for Technology Assessment and Collaboration with Industry and Other Countries -- GAO

This Government Accountability Office Report (GAO-12-70 October 17, 2011) finds that the (DOE) issued a research and development (R&D) plan to select nuclear fuel cycles and technologies, some of which reprocess spent fuel and recycle some nuclear material, such as plutonium. These fuel cycles may help reduce the generation of spent fuel and risks of nuclear proliferation and terrorism. GAO was asked to review (1) DOE's approach to selecting nuclear fuel cycles and technologies, (2) DOE's efforts to reduce proliferation and terrorism risks, and (3) selected countries' experiences in reprocessing and recycling spent fuel. GAO reviewed DOE's plan and met with officials from DOE, the nuclear industry, and France and the United Kingdom.

DOE's R&D plan relies on a systematic approach--that is, the use of scientific methods and engineering principles--to select and demonstrate nuclear fuel cycles and associated technologies. However, it does not explain the current readiness levels of the technologies associated with the fuel cycles and the estimated time and cost of further development; it also does not explain how DOE will collaborate with the nuclear industry and other countries experienced in nuclear R&D in achieving its goals."

Horse Welfare: Action Needed to Address Unintended Consequences from Cessation of Domestic Slaughter -- GAO

This Government Accountability Office Report (GAO-11-228) dated June 2011, finds that since domestic horse slaughter ceased in 2007, the slaughter horse market has shifted to Canada and Mexico.

From 2006 through 2010, U.S. horse exports for slaughter increased by 148 and 660 percent to Canada and Mexico, respectively. As a result, nearly the same number of U.S. horses was transported to Canada and Mexico for slaughter in 2010—nearly 138,000—as was slaughtered before domestic slaughter ceased.

Available data show that horse prices declined since 2007, mainly for the lower-priced horses that are more likely to be bought for slaughter. GAO analysis of horse sale data estimates that closing domestic horse slaughtering facilities significantly and negatively affected lower-to-medium priced horses by 8 to 21 percent; higher-priced horses appear not to have lost value for that reason. Also, GAO estimates the economic downturn reduced prices for all horses by 4 to 5 percent.

Virtual Embryo Project -- EPA
About 2-3 percent of newborns have a malformation and the frequency increases by one year of age. For most malformations, the cause of the condition is unknown. However, an increasing number of genetic and environmental factors have been implicated. Currently, little is known about the extent to which environmental influences contribute. EPA’s Virtual Embryo (v-Embryo™) research project is conducting studies to develop prediction techniques to improve our understanding of how environmental influences may impact unborn children.

•The goal is for v-Embryo to be used to accurately predict the potential for environmental chemicals to affect the embryo.
•A selection of every day chemicals with known health effects in animal tests will be used to determine if it is possible to use a virtual embryo model to predict the potential developmental toxicity of chemicals.
•The research uses fast, automated chemical screening data from EPA's ToxCast™ tool, data from ACToR & Virtual Liver to create simulations examining how chemicals could cause developmental problems in the embryo.
•v-Embryo™ initially focuses on early eye, vascular and limb developments and conducts experiments using stem cells and zebrafish to generate data.

This report from the Australian National Government Dated July 2011 states that:

"Scientists advise that the world is warming and high levels of carbon pollution risk
environmental and economic damage. No responsible government can ignore this advice.
The Australian Government has developed a comprehensive plan to move to a clean energy future.

A price on carbon pollution will create incentives to reduce pollution and invest in
clean energy. A carbon price will ensure that pollution is reduced at the lowest cost to the economy...

The carbon price will be accompanied by assistance supporting households, jobs,
businesses and communities, to help them adjust, lower their carbon pollution and to protect our international competitiveness...

Substantial industry assistance will be provided to support jobs and competitiveness
as we move to a clean energy future for emissions-intensive, trade-exposed industries, manufacturing, food processing, metal forgers and foundries, electricity generators and small business, as agreed by the Multi-Party Climate Change Committee. The Government is also separately investing in protecting jobs in the steel and coal industries...

Farmers and land managers will receive significant support to pursue climate change
action on the land and enhance biodiversity through a suite of measures including the
Carbon Farming Initiative, the Carbon Farming Futures program and a new Biodiversity
Fund...

The Government is providing additional support to promote energy efficiency.
Low Carbon Communities will help local councils and communities improve energy efficiency in community facilities, including a new Low Income Energy Efficiency Program. The Government will expedite the development of a national energy savings initiative."
